Following the illness of the then Life President Dr Hastings Kamuzu Banda, a three-man Council, a triumvirate, and the first of its type was sworn in on 15th October, 1993 to execute the duties of the President.
Dr Hastings Kamuzu Banda was flown to South Africa on 3rd October 1993 where doctors operated on him performing a brain surgery at the famous Garden City Clinic.
According to the then Constitution of the Republic of Malawi, Section 13, a three-man Council was appointed to perform the duties of the life President who was incapacitated due to his health condition and the subsequent brain surgery.
The Triumvirate was appointed by the National Executive Committee (NEC) of the Malawi Congress Party and the Cabinet with basis from the Republican Malawi Constitution.
It was chaired by Gwanda Chakuamba Phiri with John Tembo and Robson Chirwa as members.
On 15th October Chief Justice Richard Banda swore in the Council Members at the Supreme Court in Blantyre.
The two members and their chairman Gwanda Chakuamba Phiri swore to lead the Nation, performing the duties the president according to the Malawi Constitution.
While the life President was still admitted and up until his recovery the Nation of Malawi was under this triumvirate.
